La pasada semana el director de la Business School de ESERP y secretario del Consejo Superior Europeo de doctores y Dr.h.c., el doctor Ferran Josep Huertas, ha sido llamado a consultas por La Comisión de Economía, Finanzas y Presupuesto en relación a la tramitación del Proyecto de Ley de Estabilidad Presupuestaria de Cataluña. A petición de los grupos parlamentarios, también comparecieron D. Joan Bautista Casas, decano del Colegio de Economistas, D. Lluis Alfons González, catedrático de Economía de la UB, D. Guillem López Casanovas de la UPF, una representación de Foment Nacional del Treball, de Pimec y de la Asociación Catalana de Municipios.
Su intervención se centró en comentar los aspectos relativos a la limitación (del 14% por Ley) al déficit público lo que afectarían positivamente a la confianza.
También, aquellos aspectos que no recoge la Ley:
La asunción de responsabilidades por quienes no la hagan cumplir. Además la propia norma debería abarcar, no sólo a la Generalitat de Catalunya, sino a todo el sector Público catalán (Consejos Comarcales, Ayuntamientos, empresas del sector público…)
Las sanciones que se habrían de adoptar a aquellos organismos/personas que rebasen los límites de gasto establecidos en el ordenamiento jurídico, sanciones que ya prevé la Comisión Europea por importe del 0,2% del PIB.

Last week, the Director of the ESERP Business School and Secretary of the European Superior Council of doctors and Dr. h.c., Dr. Ferran Josep Huertas, was called for consultations by the Commission of Economy, Finances and Budget in relation to the processing of the law of budgetary stability of Catalonia. At the request of the parliamentary groups, also appeared Mr. Joan Bautista Casas, Dean of the College of economists, Mr. Lluís Alfons González, Head of the Economy Department of the Univesitity of Barcelona, Mr. Guillem López Casanovas from the Pompeu Fabra University, a representation of “Foment Nacional del Treball, “Pimec” and of the Catalonian Association of Municipalities.
His speech focused on commenting the aspects related with the limitation (of 14% by law) of the public deficit that will positively affect confidence.
Also, those aspects that are not covered by the law:
The assumption of responsibilities, in case that responsible persons, do not ensure that the law is upheld. In addition the rule, should cover, not only the Catalonian Government, but all Catalan public sector (regional councils, city councils, companies in the public sector…)
The sanctions to be imposed to those agencies/persons that exceed the limits of expenditure set out in the legal system, sanctions which are already provided for the European Commission amounting to 0.2% of the GDP.
